Annual processes of determining service location and issuing teaching certifications for teachers in Education, also setting the weekly schedule by the principals manually and independent of other schools, are two very important, costly and time-consuming challenges. In this study, a suitable model for assigning teachers to high schools in a county and courses in each school to its teachers is presented. Solving the model leads to an optimal timetable which can fix the challenges. Gathering real data of 101 teachers and 21 high schools first term in Raz and Jargalan county in North Khorasan province in 2020-2021, the model is presented as an integer programming problem, then implemented and executed in GAMS software. The obtained optimal timetable includes high quality weekly schedules for all schools; Furthermore, using the table, teachers in the county can make an informed choice of school-weekly schedule according to their own rates, conditions and interests. Using the results of  this research, increasing the satisfaction of teachers and principals, efficiency and quality of education, also significantly saving the organization costs are possible simultaneously.
