The scarcity of natural resources worldwide and the severe pollution caused by various production wastes have prompted the development of recycling concepts to mitigate pollution from waste disposal and utilize natural resources by repurposing previous production wastes. The closed-loop supply chain aims to streamline recycling and reuse processes by establishing a structured framework. This research aims to leverage the principles of the circular economy to formulate a model for implementing circular economy practices within the country's paper industry. To conduct this research, we initially identified the key dimensions for establishing an effective closed-loop supply chain through a comprehensive review of relevant literature. Subsequently, we employed the interpretive structural modeling technique to devise a framework for implementing a closed-loop supply chain within Iran's paper industry. The resultant structured model underwent validation for fit using the structural equation technique with Smartpls3 software. The study's statistical population comprised 13 experts from the country's paper industry involved in model development and 200 managers, experts, and employees within the industry involved in model validation. The research findings delineate 8 primary dimensions organized into 5 overarching levels. According to the results, the designer of the integrated information management system within the country's paper industry plays a pivotal role in establishing a closed-loop supply chain.
